Austria
  • Ministry of Education, Science and Culture (‘’e-Austria’’ initiative) - encouraging students to become ECDL certified before moving on to a tertiary education level

Croatia
  • Ministry of Science, Education and Sport – ECDL available for all teachers in grammar and secondary schools (with more than 250 classrooms for training and testing and 250 ECDL testers)
  • Ministry of Agriculture, Forestry and Water – endorsed ECDL for employees
  • Corporations: INA (Oil Company), Croatian Electricity Company, Croatian Railways, Council of Zagreb, Financial Agency (FINA) – endorsed ECDL for employees

Chile
  • Ministry of Education - ICT training and certification programme for students and teachers in public schools (910 schools participated, 37.500 students were trained, 2.394 teachers ICDL certificated and close to 10.000 students were ICDL certificated)
  • Corporation: Microsoft – project called ‘’Unlimited Youth’’ - ICT training and certification programme for unemployed youth where students receive a 60 hours ICDL training course and are given a chance to complete the ICDL test. 4.000 students had participated and close to 8.000 will be certificated by the end of 2007.

Cyprus
  • Ministry of Education and Culture and the Paedagogical Institute of Cyprus – the ECDL training and testing for all public secondary education teachers
  • Ministry of Education and Culture - ECDL CTP available to all ICT Teachers of the secondary public education as one of the two mandatory training options

Czech Republic

  • State Information & Communication Policy (e-Czech) – government endorsed ECDL as the main certification system

Egypt
  • The Egyptian government endorsed ICDL to certify the computer skills of at least 1 million public servants, with the potential for several million more to follow.
  • Ministry of Higher Education – endorsed ICDL as training and certification programme for Egyptian education community

Estonia
  • Estonian Qualification Authority - Implementation of ECDL for ICT skills in all professional standards
  • Ministry of Education – endorsed ECDL  
  • Tallinna City Educational department (local government department) - ECDL available to ICT teachers in Tallinn

Greece
  • ECDL mandatory for all employees in Greek public sector - A presidential decree in Greece states that from January 2006, basic ICT skills are compulsory for all employees in the public sector. ECDL has been accepted as one of the valid certifications
  • The Community Support Framework named “Life Long Learning”, funded by the EU between 2000 and 2006, included the ECDL training and testing into its programme

Hungary
  • ECDL for students is supported by the Ministry of Education who have pledged to contribute to the free and successful obtainment of the ECDL certification. The Ministry of Education said that University diplomas will have to include the ECDL certification. In 2003 the Minister of Education, Mr. Bálint Magyar, celebrated the 100.000th Hungarian Skills Card and gave the Skills Card to an unemployed ECDL Candidate at the 5th National Workshop for ECDL Test Centres.
  • ECDL training is being implemented for staff of various Government Ministries.  The ECDL in Hungary is supported by the Prime Minister's Office - the Government made a significant step in the diffusion of the ECDL among employees by accrediting ECDL courses and examinations in the national upgrading programme for public officers.
  • ECDL is registered in the further education program for civil officers in the cultural sector since October 2000.          

Ireland
  • ECDL adopted by the Department of Communications, Marine and Natural Resources. In January 2005, 40 staff members had completed ECDL and 100 more were in the process.
  • Irish Defence Forces, Institute of Public Administration and various town/county councils have recognised and adopted ECDL for staff members
  • In 2003, Mary Hanafin, Minister with responsibility for the Information Society, addressed ECDL as playing a key role in furthering ICT literacy and an inclusive Information Society, whilst launching ECDL Syllabus version 4.0
  • ECDL CTP adopted by FAS (Irish Training and Employment Authority)

Italy
  • Agreement between the Italian Computer Society (AICA) and the Ministry of Education, making ECDL the official standard for evaluating computer skills in the Italian education system.  The agreement entails the implementation of ECDL in 2600 secondary schools.
  • ECDL approved by the Italian Ministry of Defence (MOD) - The Italian Army has approved ECDL as the official ICT skills certification for recruits.
  • In April 2002, an agreement was signed with CRUI (the Conference of the Italian University Chancellors) to adopt ECDL in all universities. Obtaining the ECDL certification entitles university students to credits.
  • ECDL recognised and endorsed by the Ministry of Innovation and Technology.

Jamaica
  • ICDL has been endorsed by the National Council on Technical and Vocational Education and Training (NCTVET).

Jordan
  • The Ministry of Information and Communication Technology endorsed the ICDL programme as an effective vehicle for the promotion of computer literacy in Jordanian society.
  • Lithuania
  • Ministry of Education and Science endorsed ECDL as a basis for General Computer Literacy Standard in Lithuania's schools, universities and public sector institutions.

Luxemburg
  • Corporation: Siemens - ECDL used to set up individual training plans in ICT

Malaysia
  • ICDL Courses is endorsed and funded by the relevant Human Resource State Funds

Namibia
  • The Ministry of Education has undertaken to certify the computer skills of all teachers and students in Namibian schools over a period of 5 years using the ICDL programme. The contract between ICDL in Africa and the Namibian Ministry of Education was signed in Namibia on 18 July 2006.

Oman
  • Ministry of Education endorsed ICDL and implemented the ICDL programme in public schools.
  • Corporation: Shell representative office in Oman announced its sponsorship of the ICDL certification of nearly 3,000 Ministry of Education teachers in September 2004.

Poland
  • Ministry of Education implemented ECDL in secondary schools as a standard for basic computer society
  • Polish Supreme Chamber of Control (the highest of polish government control department) endorsed ECDL as a basic standard of ICT literacy for clerks of the Supreme Chamber of Control

Portugal

  • Ministry of Labour endorsed ECDL with the long-term objective to have all civil servants from the Ministry ECDL certified  
  • In 2004, the secretary of the Ministry of Finance recommended the ECDL certification in all ICT courses adopted by Civil Servants
  • Within the Ministry of Education, the Department for Innovation and Curriculum Development, has endorsed ECDL and has opened two ECDL Test Centres for staff members, whereas the department of Vocational Training requests that all IT trainers have ECDL certification
  • ECDL is recommended and available to all employees of the Ministry of Economy
  • Portuguese Army and Air force - ECDL Start is compulsory for all the persons attending the internal ICT courses
  • Ministry of Labour, Ministry of Economy and Ministry of Education endorsed ECDL and make the course available to all personnel
  • Portuguese Catholic University – ECDL is available to all students of the universality
  • Corporations: Portugal Telecom ( ECDL is recommended to all personnel and for some jobs is mandatory, as well as a pre-requested for people to enter in the PT group), CTT Portuguese ( ECDL certification available and recommended to all personnel)

Romania
  • Romanian Government – endorsed ECDL for training public officers as users of informational technology
  • Ministry of Public Administration - for ICT education and specialisation of public office workers thus using ECDL standard at the elementary instruction level
  • Ministry of Education endorsed ECDL in March 2004
  • ECDL is cited in the National Strategy for building the Informational Society in the Republic of Moldova. "Specific Objectives: ensuring the conditions for all graduates of vocational schools, colleges or higher-level education institutions, to know and use the ICT at the level established by ECDL, ensuring the conditions for all public servants, from central or local public administration, to know and use the ICT at the level established by ECDL."

Serbia & Montenegro
  • In 2006 the Serbian Government accepted the National Strategy for development of information societies which refers to ECDL.


Slovenia
•    Ministry of Labour, Family and Social Affairs - Computer Literacy Improvement for the Unemployed “PHARE 2003”


Sri Lanka

  • The Sri Lanka Government funds 10,000 civil servants for ICDL and another 100,000 citizens for e-Citizen as part of the e-Sri Lanka initiative. The Sri Lanka Government adopted ICDL and e-Citizen in June 2006 as the ICT standard required for state sector employees and the general citizens respectively.

St Lucia
  • ICDL endorsed by the University of the West Indies (School of Continuing Studies and Distance Education Centre)

South Africa
  • The South African Police Service has adopted ICDL as part of a 5-year programme that includes improving and standardising computer skills competency for police officers.
  • The University of South Africa (UNISA), South Africa's largest tertiary institution, having over 100, 000 registered students, has made ICDL compulsory for all its science degrees, and for a number of other degrees and diplomas.  
  • In February 2007 Ministry of Correctional Services ICDL when Pollsmoor and Malmesbury Prisons in Cape Town were registered as the first ICDL Test Centres using prison’s facilities for Candidates’ training and testing.

Switzerland
  • United Nations (UN) - The United Nations headquarters in Geneva introduced ECDL in 2005.
  • ECDL Switzerland has signed an agreement with the UN Refugee Agency (UNHCR) in 2007. ECDL / ICDL is now available to employees’ of UNHCR offices around the world.

United Arab Emirates
  • ICDL recognised by the Ministry of Education
  • Adopted as part of the Dubai e-Government's e-Employee Programme
  • Endorsed by the National Human Resource Development & Employment Authority - to incorporate the ICDL programme into its training of UAE nationals in preparation for employment

United Kingdom
  • ECDL endorsed by the Ministry of Education and adopted for staff
  • Adoption by the National Health Authority Information Authority (NHSIA) and made available to all NHS staff members throughout the UK
  • Endorsed by the Ministry of Defence and adopted by the British Military
  • The British Cabinet Office has adopted ECDL
  • The British Computer Society improves accessibility of ICT training for people with disabilities
